Rule proposal - Governors

I’m proposing a revision on how long Governors are in office. The current permanent 3 person group was intended as a short term change to the 2 years and out method we had previously. I for one think we need to go back to rotating Governors.
Proposal:
Have 6 Governors number them 1-6. Every year Governor 1 retires the other 5 move up one notch and a new number 6 is elected. Only the top 3 governors act or decide anything unless they cannot due to conflict of interest. That’s the reason for 6 in total. Also 4-6 get exposed to issues / decisions to gain experience before being on the hot seat.

Any manager who does not wish to be a guv , should say so , no need to force anyone to do something they don’t wanna do
