Trade dIspute player value calculation guidelines. Note that this is not intended to be a binary formula and should not be treated as such.
Player valuations are a multi-step process. The players in question are grouped into forwards and defensemen.
Current season value calculation - For established veterans (3 or more 40+ game NHL seasons) the drafted or contract value is used early in the season to establish current season value. Later in the season near the NHL 40 game mark the current season is values at 2/3 of the starting contract to account for the new owner not getting approximately ½ the players seasonal value e.g. Ovechkin it traded at the trade deadline and has a $16.00 contract he would be assigned a current season value of $10.75. The exception to this are: for late season trades a new contract value will be assigned if the player is having a significantly better or worse season than their contract value suggests, and for early season trades a new contract value will assigned if the contract does not match the demonstrated performance e.g. A player has a $0.50, $0.75 and $1.00 contract and by the 2nd year has established themselves as a 75+ point 40 goal forward (Tarasenko comes to mind) he would be assigned a current season value of about $15.00 or so. Prospects are valued the same way except that there is a $ value assigned based on their expected performance – see below for the formula.
Future seasons value calculation – in addition to the current season 3 future seasons are calculated. A future season is calculated at the value for their anticipated point value – see below for the formula minus their contract value actual or calculated and the 3 years are added to the current year for the total value. Prospects and veterans are calculated the same way. If a future season contract value exceeds the point value formula that season is given a value of zero unless the contract value is an actual contract that must be played in which cast that season has a negative dollar value. Examples of this a player has a current contract of $2.00 and is unsigned and is expected to receive a 30% contract their future contract value would be $3.00, $3.50 and $4.25 and if their expected future value (see formula below) was $5.00, $5.00 and $5.00 their total future value would be $4.25.

Defensemen:
30 points = $2.00
35 points = $3.00
40 points = $4.00
45 points = $5.00
50 points = $6.00
55 points = $7.00
60 points = $8.00
65 points = $9.00
70 points = $10.00
75 points = $11.00
80 points = $12.00

Forwards:
40 points = $2.00
50 points = $3.00
55 points = $4.00
60 points = $6.00
70 points = $8.00
80 points = $10.00
90 points = $14.00
100 points = $16.00
Wayne Gretzky = who are you kidding, never gonna see those numbers again

Prospects who have not played more than 10 games in the NHL
1st round draft picks #1 through 5 - Price paid at the draft or $2.00 whichever is higher
1st round draft picks #6-15 = $1.50 or draft price whichever is higher
1st round Draft picks #16-31 $1.00 or draft price whichever is higher
All other players $0.50
Prospect guideline values drop by 50% in the 3rd year after being drafted if they have not yet played in the NHL (round up to the nearest $0.25.

Add up the current and future values of the players, factor in injuries and the opportunity to play on the power play in the future plus age of players plus overall direction the team us heading plus the team schedule in our playoffs plus goals vs assists plus age plus line and pairing position and you get a dollar number for each side of the trade. Compare the 2 numbers get within $2.00 or 10% of the value on the side of the protest and the trade is good. The last sentence means if you protest a trade because you think side A of the trade isn't playing enough and the formula comes out that side A is actually way overpaying the trade will be approved but if you had complained that side B wasn't getting enough in the same trade the trade would have been overturned
